The Manager develops and maintains quality policies and management plans, establishes key performance indicators, validates processes, conducts compliance audits, and prepares reports to ensure adherence to international standards.

 

JOB PURPOSE

Under the direction and leadership of the Director, National Genomic Sequencing Facility, the Quality and Safety Compliance Manager is responsible for managing the quality management system (QMS), writing procedures and processes to support the QMS development and the infusion into key functions. The incumbent will also lead and undertake Quality and Safety audits across all areas of the laboratory process to build accountability, efficiency and effectiveness at the NGSF for the overall development and coordination of the facility in accordance with set policies, guidelines and standards that align with acceptable global standards.

 

KEY OUTPUTS:

  • Framework to facilitate certification by the National Certification Body of Jamaica and accreditation by the College of American Pathologists completed.
  • Quality and biosafety standards, policies, systems and programmes completed, approved and implemented.
  • Quality management systems in accordance with international standards designed, reviewed and maintained.
  • Electronic quality management system was implemented.
  • Key Performance Indicators monitored, and data consolidated.
  • Monthly management reports on activities undertaken prepared.
  • Annual, quarterly and monthly performance reports, in the agreed format, accurate and timely prepared and submitted.
  • Training in Quality and Biosafety provided.

 

KEY RESPONSIBILITY AREAS

Management/Administrative Responsibilities

  • Participates in the preparation of the Facility's Operational Plans
  • Provides guidance to the NGSF to ensure quality and safety standards are met
  • Ensures institution's compliance with regulatory standards for Quality and Safety
  • Shapes the NGSF Quality and Biosafety programme framework to clearly align with the MoHW's commitment to world-class standards
  • Ensures compliance with all safety, environmental and regulatory standards, including building codes, fire safety, OSHA and other applicable laws National Genomic Sequencing Facility/Job Description/Created May 2026
  • Reviews the content and scope of existing Quality and Safety policies, procedures and guidelines for the facility
  • Participates in research
  • Prepares monthly, quarterly, annual and special reports

Technical Responsibilities

  • Develops a Quality Policy and a Quality Management Plan for the NGSF by conducting hazard analyses; identifying critical control points and preventive measures; establishing critical limits, monitoring procedures, corrective actions, and verification procedures
  • Designs Key Performance indicators for assessment of areas being targeted and the appropriate monitoring tool in the overall Quality Management Plan
  • Validates quality processes by establishing product specifications and quality attributes; measuring production; documenting evidence; determining operational and performance qualification; writing and updating quality assurance procedures
  • Maintains and improve quality by completing system compliance and surveillance audits; investigating customer complaints; collaborating with other members of management to maintain quality system that is in line with international standards
  • Prepares quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, stability studies, recalls, corrective actions, and re-validations
  • Conducts quality and safety audits as required to maintain standards
  • Facilitates introduction of new quality system procedures or modifications to existing procedures
  • Ensures the production of electronic/physical copies of manuals such as standard operating procedures for technical and administrative areas, personnel handbook, logs for quality records, quality manual, safety manual, guidelines, etc
  • Implements procedures for collection, tracking and compilation of data for analysis

 

PERFORMANCE STANDARDS

  • Framework to facilitate certification by the National Certification Body of Jamaica and accreditation by the College of American Pathologists Accreditation within agreed guidelines and timeframe developed within the established timeframe
  • Quality and Biosafety standards, policies, systems and programmes developed, approved and implemented in the established timeframe
  • Quality Management System designed, reviewed and maintained through the application of evidence-based method and in accordance with agreed timeline
  • Key Performance Indicators monitored, and data consolidated and submitted according to agreed timeline
  • Monthly management report on activities undertaken submitted within established timeframe

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • A Master's Degree in a science related field
  • Six (6) years laboratory experience with at least four (4) years in a supervisory position.
  • Certification and training in Quality Management, Safety and Project Management
  • Extensive knowledge in Quality Management Systems
  • Extensive knowledge of the ISO certification and accreditation process
