The incumbent conducts structural reviews, manages position reclassifications, maps workflows, and supports change management initiatives to improve operational efficiency.

 

Job Purpose

Under the direction of the Director Organisational Development and Change Management, the Organisational Development & Change Management Officer provides dedicated technical support in achieving the Government’s public sector transformation goals and the Ministry’s strategic priorities for modernization, performance excellence, and organizational resilience. 

 

Key Outputs:

Organisational reviews, desk audits, and management analyses conducted and documented Organisational structures, functional profiles, and job descriptions developed, reviewed, and aligned with operational requirements 

  • Submissions for post creation, upgrades, transfers, reclassifications, and establishment changes prepared and submitted 
  • Work process maps and workflow improvement recommendations developed
  • Organisational development and change management proposals researched and prepared
  • Change management strategies, communication plans, and implementation activities coordinated and executed 
  • Sensitization sessions, workshops, and capacity-building initiatives organized and facilitated
  • Change Agent Network activities coordinated and monitored 
  • Terms of Reference, reports, briefing notes, and technical documents prepared
  • OD&CM committees and working groups supported 
  • Job description database maintained and updated 
  • Monitoring, evaluation, and progress reports on change initiatives prepared and submitted
  • Technical advice and recommendations on organisational development and change initiatives provided 
  • Corporate and operational planning inputs prepared and aligned with strategic priorities
  • Individual work plan developed 

 

Key Responsibility Areas:

  • Assist in conducting organisational reviews, management analyses, and desk audits to assess the effectiveness and relevance of organisational structures and positions. 
  • Prepare submissions and supporting documentation for post creation, upgrades, transfers, reclassifications, and establishment changes to the Ministry of Finance and the Public Service (MoFPS). 
  • Develop workflow and process maps to identify operational inefficiencies, overlaps, gaps, and opportunities for improvement. 
  • Conduct research and prepare proposals, reports, and recommendations related to organisational development and change management initiatives. 
  • Assist with the development and implementation of organisational development and change management strategies, plans, and activities. 
  • Support the coordination and execution of sensitization sessions, workshops, and capacity building initiatives related to organisational development and change management.
  • Coordinate activities of the Change Agent Network and support related training and engagement initiatives. 
  • Draft and revise Terms of Reference, job descriptions, functional profiles, and related organisational documents. 
  • Maintain and update the job description database and other organisational development records to ensure accuracy and accessibility. 
  • Provide administrative and technical support to committees, working groups, and projects related to organisational development and change initiatives. 
  • Support the integration of organisational development and change management strategies into human resource management and talent development processes. 
  • Monitor, evaluate, and prepare reports on the implementation and progress of organisational development and change management initiatives. 
  • Prepare periodic reports, briefing notes, presentations, and other technical documents as required. 
  • Liaise with internal and external stakeholders to support organisational development and change management activities and initiatives. 

Human Resources Responsibilities 

  • Contribute to the maintenance of a work environment that promotes teamwork, professionalism, accountability, and customer service excellence. 
  • Participate in staff development, orientation, and training initiatives within the Branch.
  • Maintain established customer service standards and support continuous improvement initiatives. 
  • Support performance management activities through the preparation of work plans and monitoring of assigned deliverables.

  • Organisational structures, job descriptions, functional profiles, and establishment recommendations are aligned with operational requirements and GOJ/MoFPS standards Submissions for post actions and organisational changes are comprehensive, accurate, and submitted within prescribed timelines 
  • Workflow analyses and process improvement recommendations identify operational gaps and support increased efficiency and effectiveness 
  • Change management strategies, communication plans, and implementation activities are coordinated effectively and support successful transition outcomes 
  • Sensitization sessions, workshops, and capacity-building initiatives are well-organized, relevant, and positively evaluated by participants 
  • Change Agent Network activities are effectively coordinated to support awareness, engagement, and change readiness 
  • Technical advice, reports, briefing notes, and policy recommendations are evidence-based, accurate, and aligned with strategic priorities 
  • Monitoring and evaluation activities accurately assess progress, risks, gaps, and opportunities for improvement 
  • Reports are prepared in the prescribed format and submitted within agreed timeframes 
  • Job description database and related records are maintained accurately and updated in a timely manner 
  • Corporate and operational planning inputs are aligned with divisional and organizational objectives

Minimum Required Education and Experience

  • Bachelor’s Degree in Management Studies, Human Resource Development/Management, Public Sector Management, or a related discipline; 
  • Certificate in Management Analysis or Organisation Design 
  • Certificate in Change Management; 
  • Three (3) years’ experience in a Human Resource Management environment with at least (1) year in an Organisational Development or Change management role 

 

Authority:

  • Conducts desk audits 

 

Specific Conditions associated with the job

  • Work will be conducted in an office outfitted with standard office equipment and specialized software. 
  • The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions. 
  • May be required to travel locally to attend conferences, seminars and meetings.
  • May be required to work long hours or/and on weekends, when necessary
