The Technical Cooperation (JA-T1228) seeks to support the National Quality Infrastructure’s (NQI) capacity to promote competitiveness, innovation, and green growth among Micro, Small and Medium Enterprises (MSMEs) in Jamaica seeking to export to international markets. The NQI system plays an important role in promoting innovation and competitiveness in Jamaica’s green economy. This project seeks to (i) strengthen Jamaica National Agency for Accreditation’s (JANAAC’s) institutional capacity by training qualified assessors; and (ii) strengthen the capacity of that quality infrastructure ecosystem actors to support innovative MSMEs with the adoption of green technology, standards and certification to access international markets.

The JANAAC is the national accreditation body of Jamaica and an important stakeholder within CROSQ. JANAAC also plays an important role within the network “Caribbean Cooperation for Accreditation (CCA)” which seeks to provide economical and accessible internationally recognised accreditation services in the region. JANAAC was established in 2007 and began operation in 2008. JANAAC signed the Mutual Recognition Arrangement (MRA) for testing (according to the international standard ISO/IEC 17025) with the International Laboratory Accreditation Cooperation (ILAC) through the Inter-American Accreditation Cooperation (IAAC) effective on August 31, 2013.  JANAAC also signed the MRA for Medical Testing (according to the international standard ISO 15189) on September 18, 2015, and the MRA for Inspection Body on March 24, 2020. JANAAC and is in the process of seeking its fifth MRA for the accreditation of Management System Certification Bodies to the ISO/IEC 17021-1 standard.

The objective of this consultancy is to strengthen JANAAC’s capacity through training and qualification of its staff and selected CAB assessors.

 

What you’ll do

  • Prepare an inception report and a work and implementation plan based on information provided by JANAAC regarding the current scope of work and accreditation practices in relation to the objectives of future activities.
  • Prepare a 2-day tailored training and exchange of experience session on the contractor's practical use of the ISO 15189 standard, including the incorporation of ILAC documents, pre- and post-assessment activities, and general accreditation body management of an accreditation process. The training should include the participation of two JANAAC lead assessors, Accreditation Evaluation Committee Members (2), Quality Managers (1-2), Accreditation Managers (1-2), and lead assessors.
  • Review existing documentation, document findings, and recommend necessary improvements. Conduct a final review of the documentation after improvements have been completed by the JANAAC team.
  • Arrange site assessments (renewal or surveillance) at accredited imaging centers for two JANAAC lead assessors to observe practices, followed by site assessments conducted by JANAAC assessors and witnessed by accreditation body assessors.
  • Receive and discuss reports from JANAAC lead assessors, document findings, and provide recommendations.
  • Prepare a 3-day tailored training course and exchange of experiences on the contractor's performance of the accreditation process for medical imaging based on the ISO 15189 standard, including the incorporation of ILAC and IAF documents. Arrange participation of up to 10 JANAAC participants, including Accreditation Evaluation Committee Members (2), Quality Managers (1-2), Accreditation Managers (1-2), and lead assessors (4).
  • Arrange site assessments at potential imaging centers for four JANAAC lead assessors to observe practices, followed by assessments conducted by JANAAC assessors and witnessed by accreditation body assessors. Each assessor should participate in a minimum of three assessments covering the accreditation cycle (initial assessment, surveillance, and reassessment).
  • Receive and discuss reports from JANAAC lead assessors following assessment visits, document findings, and provide recommendations, including possible procedures to establish in the field.
  • Witness assessments performed by JANAAC lead assessors at imaging centers in Jamaica.
  • Follow up with JANAAC lead assessors regarding observations from witnessed assessments and the issuance of monitoring and qualification reports.
  • Maintain regular communication with JANAAC officers throughout the different phases to monitor progress and provide guidance as required.

 

What you'll need

  • Education: Master´s degree in Diagnostic Imaging /Radiology, or related fields or other fields relevant to the responsibilities of the role.
  • Experience: Qualified Lead Assessor with at least 5 years of relevant experience, preferably within a recognized accreditation body, experience conducting workshops, and implementing ISO standards in diagnostic health and imaging.
  • Language: Proficiency in English.

  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
