Programme Development Officer - Family Health

KEY RESPONSIBILITY AREAS

Management/Administrative Responsibilities

• Prepares and submits annual budget, Procurement plan and Risk Register for programme areas to the Director, Family Health Services
• Develops and disseminates operational policies, procedures manuals, guidelines and standards for service delivery
• Prepares and submits monthly, quarterly, annual and ad hoc reports on programme areas
• Prepares and submits individual work plan

Technical Responsibilities

• Develops national programmes to meet the needs of the target population in collaboration with the Director, Family Health Services.
• Establishes norms and standards to guide the planning and implementation of assigned programmes.
• Develops and executes capacity-building training/workshops for programmatic areas
• Develops and ensures implementation of systems and procedures for the transfer of patients and patient information between health centres and hospitals when required for proper relevant care.
• Establishes norms and procedures to identify high-risk patients and ensures proper patient management at appropriate health institutions and monitors the implementation of these at the field level.
• Develops programme tools for monitoring
• Conducts supervisory site visits at facilities

Technical Competencies

• Knowledge of Primary, Secondary and Tertiary Health Care Practices
• Knowledge of new trends and developments in the field of medicine, especially maternal and child health
• Knowledge of Public Health practices
• Knowledge of Public Health laws
• Sound knowledge of research methodology

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• Graduate from an accredited Medical School and registered to practice medicine in Jamaica.
• Postgraduate qualification in Public Health with exposure to one or more of the following: Community Health, Child Health or Family Planning.
• Training in Management
• Ten (10) years' progressive work experience in the health care system with at least five (5) years' experience in a senior position
• Peer approval duly signed by relevant personnel
• Postgraduate training in Obstetrics, Paediatrics or Family Medicine would be an assessed
