The incumbent oversees the Financial Market Infrastructures Department, ensuring system stability, driving platform integration, managing data-driven strategy, and supporting departmental leadership to uphold international standards and efficiency.

 

Responsibilities

  • Oversee operations of the Financial Market Infrastructures (FMI) Department to support the stability, safety, functionality, and efficiency of systemically important financial market systems. This includes day-to-day oversight and management of the real-time gross settlement system (RTGS), the central securities depository (CSD), the automated clearinghouse (ACH) gateway, the SWIFT rail, and the Central bank’s digital currency (CBDC) platform.
  • Drive the integration of mature and developing platforms to promote efficient market outcomes. This will include the delivery of standard and bespoke solutions to promote enhanced service to the end users. Service needs discovery through market intelligence gathering is essential. 
  • Develop and maintain data collection solutions and statistical models required for management decision-making, analysis, and strategic reporting. As a primary outcome, the incumbent will continuously assess domestic market maturity and integrity against Principles for Financial Market Infrastructures (PFMI) and act as the subject matter expert in this area.
  • Assist the Department Head with overall management of the department, the development of strategic plans, and resource planning. Assistance with the execution of training and development programmes to coach and develop staff is essential.

 

Qualifications

  • Master’s degree in economics, production & operations management, operations research, computer science, engineering, quantitative finance, or a related quantitative discipline.
  • General knowledge of payment systems, project management, and the Principles for Financial Market Infrastructures (PFMI).
  • Working knowledge of accounting standards.
  • Sound knowledge of banking laws, central banking, retail payments, and securities settlement practices.
  • A general understanding of IT applications and their lifecycles. 
  • Working knowledge of spreadsheet applications and statistical software packages, network analysis software packages and data visualization software.
  • Three (3) years’ related or transferrable experience at the supervisory level.
