The incumbent leads national health programmes and policies to ensure quality, patient-centered care, oversees medical placements and boards, and guides regional authorities.

 

JOB PURPOSE

Under the direct supervision of the Chief Medical Officer, the Director Health Services Planning and Integration (HSPI) is responsible for the leadership of the Health Services Planning and Integration Branch to ensure that health service delivery across the public health system is aligned with the Ministry's strategic priorities and focused on achieving the highest standards of quality, efficiency and patient-centred care. The Director also oversees the development, implementation, monitoring and evaluation of national health programmes, policies, plans and standards for Family Health Services, Mental Health and Substance Abuse Services, Health Systems Support and Monitoring and other portfolios assigned.

The incumbent has responsibility for the conduct of Medical Boards and oversees the placement of Medical Interns and Senior House Officers across the health sector, while providing technical guidance to Regional Health Authorities (RHAs), government agencies, NGOs, and international partners. The role promotes internal and external collaboration and ensures that the health system remains responsive to emerging health needs, evolving technologies, and established national health goals and targets.

 

KEY RESPONSIBILITY AREAS

Technical Responsibilities

  • Determines national priorities for Health Services development and implementation in collaboration with the Chief Medical Officer and other Branch and Divisional Directors.
  • Establishes operational policies and strategies for national health services.
  • Oversees the development and review of health programmes, initiatives, and interventions designed to improve health service delivery, and enhance health outcomes across the population.
  • Monitors and evaluates the implementation of programmes and plans to ensure the proper delivery of health care services nationally.
  • Ensures the development and implementation of clinical protocols for the delivery of quality health care services.
  • Maintains strategic partnerships with the Regional Directors, Regional Technical Directors and Technical staff to facilitate implementation of health programmes.

Management/Administrative Responsibilities

  • Participates in the development and implementation of the strategic direction of the Ministry of Health and Wellness.
  • Leads the development, implementation and monitoring of the Branch's Operational Plan, annual budget and procurement plan.
  • Plans, organizes, directs, controls and coordinates the work and activities of the Health Services Planning and Integration Division.
  • Prepares and submits performance and other reports as required and ensures the timely submission of all documents/information requested from the Division.
  • Prepares and submits Individual Work Plan in alignment with the Unit/Divisional goals.

 

Technical Competencies

  • Sound knowledge of management principles and practices.
  • Excellent knowledge of Government National Health Policy.
  • Excellent knowledge of health care practices at the Primary, Secondary and Tertiary levels.
  • Excellent knowledge of public health practices.
  • Sound knowledge of current trends and development in the field of medicine.
  • Excellent grasp of research methodology and its application.
  • Knowledge of geographic, political and socio-economic environment.
  • Sound knowledge of laws and regulations governing the health service.
  • Sound knowledge in project management principles and executing projects.
  • Competent in the use of relevant computer applications.
  • Knowledge of statistical data and report writing skills.
  • Ability to set and maintain professional standards and maintain satisfactory working relationships.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Graduate from an accredited Medical School.
  • Post graduate qualification in Public Health with exposure to one or more of the following: Maternal and Child Health, Family Planning, Nutrition, Psychiatry, management of chronic diseases
  • Training in Management
  • Ten (10) years' progressive work experience in the health care system with at least Five (5) years' experience in a managerial position
  • Peer approval duly signed by relevant personnel
