The incumbent coordinates payments and settlements data collection, supports policy development, analyzes market trends, and produces reports to guide strategic planning and advance financial markets infrastructure.

 

CORE FUNCTIONS:

  • Coordinate and direct the collection and compilation of payments and settlements data across associated Financial Markets Infrastructure platforms. These include securities settlements data through the Bahamas Government Central Securities Depository (BGSD), and payments data through the Bahamas International Securities Exchange (BISX). This includes building out reporting solutions crafted to fit the needs of internal and external stakeholders.
  • Assist the Deputy Manager, Financial Markets Infrastructure, and the Risk and Compliance Specialist with payments and settlements systems policy development, benchmarked against best international standards, shifts in the market and demand for government and agency securities, and data measured across financial markets infrastructure.
  • Oversee compilation of data and statistics-related market trends, including demand for benchmark offerings of Bahamas Registered Stocks (BRS) and Treasury Bills (T-Bills). This includes scheduled and ad hoc market sampling to identify investing trends and patterns across various benchmark distributions and analysis of pre-auction expectations against post-auction results, to allow for better synchronisation of future auctions of government and agency securities.
  • Develop high quality reports and papers across financial markets infrastructure spaces to assist with management decision-making, analysis, and strategic planning. This includes producing researched based publications toward advancement of government securities market and payments systems and collating reports and statistical information to assist the Public Debt Management office and other stakeholders in the performance of their mandates.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Master’s degree in economics, production & operations management, operations research, engineering, quantitative finance, or a related quantitative discipline.
  • Sound knowledge and experience in data analysis and quality management.
  • A strong understanding of and working knowledge of machine learning software tools.
  • A strong understanding and working knowledge of reporting tools and software.
  • General knowledge of payment systems, project management and the Principles for Financial Markets Infrastructures (PFMI).
  • Working knowledge of banking laws, central banking, retail payments, and securities settlement practices.
  • Demonstrated knowledge of optimisation techniques, and a clear understanding of data sources and formatting.
  • Thorough understanding of consumption modeling and human behavior.
  • Strong critical thinking and problem solving skills; strong interpersonal skills and the ability to collaborate effectively; excellent written and verbal communication skills.
  • Working knowledge of spreadsheet applications and statistical software packages, network analysis software packages, data visualisation software and analytical tools.
  • Three (3) years’ related or transferrable experience.
