The Director, Human Resource Development designs and manages training programmes, assesses organizational needs, and implements strategies to enhance skills, fostering continuous learning and professional growth to support Ministry objectives.

 

Job Purpose

Under the general direction of the Director, Human Resource Management and Development, the Director, Human Resource Development, is responsible for designing and administering development and training programmes that prepare employees to meet the needs of the Ministry. This includes assessing organizational training requirements, implementing strategies to enhance employee skills and competencies, and fostering a culture of continuous learning and professional growth to support the Ministry's overall objectives. 

 

Key Responsibilities

Management/Administrative: 

  • Assists with the development and implementation of the Division’s Operational Plan; 
  • Prepares the annual financial needs for Training and makes the necessary submissions for inclusion in the Budget; 
  • Develops training programmes ensuring relevance to the Ministry’s goals and objectives and/or the employees’ career development; 
  • Designs and develops Training and other Human Resource Manuals; 
  • Develops and ensures the maintenance of a database of training providers and resource personnel and procure their services in accordance with established procedures; 
  • Assists with career guidance, counselling and development; 
  • Prepares and submits activity/performance and other reports, as directed; 
  • Represents the MSETT at meetings/conferences and other fora as directed; 
  • Provides guidance/advice to the Permanent Secretary, Director, HRMD and other personnel on training and development matters; 
  • Keeps abreast of trends and changes in training methodologies and technology; 
  • Keeps abreast of global trends in career changes and professional development. 

Technical/Professional: 

  • Assesses the general training needs of all categories of workers and develops strategies to fulfil these needs; 
  • Co-ordinates the arrangements for local and overseas training programmes/courses; 
  • Liaises with relevant Government Departments/Agencies to identify general and special training opportunities and keeps employees informed of available training; 
  • Develops and implement strategies to evaluate the impact of training programmes on job performance; 
  • Establishes a system of evaluation to assess the quality of service by training providers; 
  • Establishes and ensures the maintenance of a training database of training records for all employees; 
  • Establishes an employee development programme, which provides opportunities for maximizing the potential of employees and for identifying career development, in collaboration with managers; 
  • Designs training programmes and materials for in-house courses, in collaboration with Heads of Divisions/Branches and Units; 
  • Undertakes specific aspects of in-house training for selected categories of employees and coordinates the implementation of training by other officers to ensure that objectives are met; 
  • Develops and documents a programme for the orientation of new employees.
  • Co-ordinates orientation sessions; 
  • Evaluates the effectiveness of training and orientation programmes and makes/implements recommendation for changes as, necessary; 
  • Provides guidance to staff in the Division through coaching, mentoring and training, providing assistance and support, as needed; 
  • Establishes and maintains a network of training practitioner; 
  • Assists in developing HRMD policies; 
  • Performs other related duties that may from time to time be assigned. Uploads employees’ information to the MyHr+ Platform; 
  • Conducts MyHr+ sessions with new employees; 
  • Reviews and submits Office of the Services Commissions’ Report to the Director, Human Resource Management and Development; 

Human Resource Management: 

  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends or initiates corrective actions, where necessary;
  • Participates in the recruitment of staff for the Ministry and recommends staffing arrangements in keeping with established Human Resource procedures and policies;
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training and mentoring; 
  • Takes steps to address the welfare and development needs of staff in the Unit;
  • Makes provisions for direct reports to have sufficient and appropriate physical resources to enable them to undertake their duties efficiently and effectively; 
  • Ensures that direct reports are sensitized on the policies, procedures and regulations of the Public Service/Ministry; 
  • Recommends disciplinary action, leave and staffing arrangements for direct reports.

Minimum Required Qualification and Experience

  • Undergraduate degree in Human Resources Development, Management Studies or Public Administration; 
  • Training in the design and delivery of training; 
  • Minimum of four (4) years relevant working experience. 


Special Conditions Associated with the Job

  • Normal office condition; 
  • May be required to work beyond regular working hours; 
  • Required to travel locally.
