The incumbent ensures strategic alignment, promotes people-centred and equitable healthcare, drives service excellence, and leads innovative health policy development under the Health in All Policies framework.

 

JOB PURPOSE

Under the direction and leadership of the Permanent Secretary, the Principal Director – Enabling Environment in Health and Client Services Division (EECSD) is responsible for providing strategic leadership of the day-to-day operations of the Division. The incumbent provides technical advice to the Permanent Secretary, on strategic direction towards the implementation of an effective enabling environment and people-centred client services delivery in health, creating transformational changes within the Jamaica Public Health System.  

 

KEY RESPONSIBILITY AREAS

  • Oversees the alignment of the Division’s strategic, operational plans and budget with the Ministry’s strategic objectives and priority programmes. 
  • Maintains mechanisms to effectively coordinate the integration of client centred care approaches, plans, programmes, and projects of the Division within the Ministry to ensure an inclusive and people centred healthcare service delivery. 
  • Promotes equitable access, high quality, efficient, and resilient healthcare service delivery.  
  • Fosters a culture of excellence in customer service and compassionate care within the Division, setting and maintaining high standards for service delivery.  
  • Spearheads the development of innovative healthcare policies and programmes, focusing on social determinants of health and inter-sectoral collaboration, under the Health in All Policies (HiAP) framework. 

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Master’s degree in Public Health, Social and Behaviour Change, Management Studies, Business Administration, or equivalent discipline; 
  • Ten (10) years’ experience in Public Health Management and Client Centred Services, Policy Development and Analysis, Strategic Planning and Research or related area in the private or public sector, with at least five (5) years at a senior management level. 
  • Certification in Project and Change Management required. 
  • Experience in Project Management, leading successful behaviour change initiatives.
