The Director of Facilities manages all building and equipment maintenance, custodial services, grounds, and event support across all campus locations to ensure a safe and efficient working environment.

 

Job Overview

The Director of Facilities is a management position that is responsible for all aspects of facilities management, including but not limited to the maintenance and repair of buildings and equipment, custodial services, capital improvements, grounds maintenance, and events support. The Director of Facilities is expected to maintain a safe and efficient working environment for all stakeholders. This position will have contact with all campus constituencies and sites throughout the network, including the New Providence Main Campus, Grand Bahama Branch Campus and Family Island sites. Excellent customer service skills are required.

 

 

Main Responsibilities

  • Create and maintain a high-performance environment characterised by positive leadership and a strong team orientation in all facilities management at all campuses and Family Island sites –
  • Oversee the work of facilities supervisors and staff, Main Campus, to ensure safety, quality and completeness of maintenance and repairs; and liaises with relevant staff at all campuses and Family Island sites, ensuring adherence to agreed Institute standards.
  • Oversee the landscaping work on all campuses and sites.
  • Develops requests for proposals to solicit bids from contractors for project work for campus network improvements.
  • Oversees the contracted services for work that cannot be completed by the Institute staff.
  • Directs the Predictive Maintenance, Preventative Maintenance (PM) and Reactive Maintenance (RM) work that is required for the Institute’s buildings and systems.
  • Develops an annual work plan which identifies goals and expected accomplishments for the year.
  • Research, develop, and make recommendations on projects and issues the Associate Vice President or designate assigns, which require coordination across the network.
  • Oversees an annual audit and inventory of all campuses and Family Island sites physical assets and use result for budget development and maintenance planning.
  • Utilise an automated database application for timely storage and retrieval of data related to all aspects of physical plant and facilities operations.
  • Maintain a consistent, high quality, customer-focused orientation when dealing with internal and external clients.
  • Provide monthly reports, including updates on the annual plan

 

Duties

  • Assists with the development and implementation of policies and procedures for
  • the effective use and maintenance of Main Campus buildings and grounds as well as Branch Campus and Family Island sites and communicate these to all employees to ensure awareness and compliance throughout the institution.
  • Assist with the development and implementation of a facility Master Plan for BTVI to accommodate growth and change in programmes, enrolment, instructional and administrative functions, and institutional mission.
  • Oversees the development of weekly schedules and work orders of facilities employees
  • Initiate and supervise construction projects for institutional renovations, upgrading, repairs or new buildings.
  • Review and submit for approval, purchase requests for equipment, materials and supplies needed for physical plant services and coordinate routine purchasing processes in accordance with institutional regulations and processes.
  • Provide input in the annual budget requests and resource allocation decisions for the Institute’s physical plant and facilities.
  • Identify training needs and provide opportunities to keep Institute staff up to date and effective in performance and their job duties.
  • Monitor budget activities and expenditures in all areas of physical plant and facilities units to ensure appropriate and efficient use of resources.
  • Ensure the adherence to human resources and employee relations policies and protocols across the facilities unit, including conducting annual performance reviews, reviewing attendance/absentees, handling grievance procedures and complaint resolution and implementing applicable personal rules and policies in conjunction with the Human Resources Department.

 

Performance Criteria

  • Maintain the physical campuses and Family Island sites of BTVI in a manner that enhances its desired public image.

  • Schedule building inspections to ensure appropriate level of building maintenance.
  • Account for physical assets of the Institute.

Job Specifications

Required Qualifications

  • Bachelor’s degree or equivalent in Facilities Management, Construction Management, Management, Engineering or a related field.
  • OSHA certified.
  • Strong Project Management Skills (Certification would be an asset)

Required Experience

  • Job experience in a supervisory role involving building maintenance operations or skilled trades.
  • Extensive knowledge of practices, policies and procedures associated with building and capital projects is required.
  • Read, interpret, and explain architectural drawings and plans, and contractual agreements.
  • Excellent knowledge and experience in the proper installation, maintenance, operation and repair of HVAC system design and controls, plumbing, electrical and structural systems.
  • Experience leading and/or working within a project team.
  • Demonstrated ability to build professional relationships and be a member of a productive team.
  • Strong written and verbal communication skills to effectively communicate with customers, peers and supervisors; and professionally communicate with multiple levels of employees, students and other stakeholders 
  • Proficient in the use of computers, including Microsoft Office. Ability to learn new software programs.

Specialised Knowledge

  • Sound knowledge of building maintenance services.
  • Sound knowledge of building safety.
  • Knowledge of the Bahamian Building Code.
  • Knowledge of building standards for educational purposes.

  • Ability to read blueprints, work plans and technical specifications.
  • Ability to prepare sketches of work plans.

  • Execution of the job involves much walking of the campus to inspect work carried out by staff.
  • Occasional lifting of heavy items and assisting team members in the execution of their work from time to time.

  • Develop relevant policies and procedures.

  • Review data to establish trends to assist with all aspects of the maintenance and replacement requirements.

 

Working Conditions

  • Agreeable office and campus environment
  • Outdoors as well as work associated with repairs and construction will be required from time to time.
  • Occasional travel to Grand Bahama and the Family Islands.
