The incumbent leads the organization's risk management, compliance, and internal control processes by developing strategies, conducting audits and investigations, training staff, evaluating partners, and reporting to senior leadership.

 

Key Responsibilities:

Planning and Management 

  • Develop an annual risk assessment plan and facilitate the identification, measurement, evaluation, monitoring and control of risks in World Vision Haiti
  • Plan, design and implement the risk management process for the organization

Training and Capacity Building:

  • Ensure that all grant staff are thoroughly informed of the organization's policies, regulations, and processes.
  • Organize project-wide training and awareness sessions on internal control and risk issues, and provide staff with the tools to understand and manage their responsibilities in risk management and reporting.
  • Evaluate compliance systems and ensure that appropriate software is in place

Risk Monitoring and Reporting

  • Lead the monitoring and reporting of deficiencies and weaknesses in internal controls and ensure that appropriate corrective actions are taken;
  • Provide appropriate advice to the Senior Leadership Team (SLT) on the risks that World Vision Haiti is willing or unwilling to take, in accordance with WVI's values.
  • Rigorously monitor the implementation of audit recommendations.
  • Receive and review reports of suspicious transactions or suspicious activities carried out by staff and report them to SLT
  • Analyze common audit findings and propose strategies for improving internal control in all projects in order to mitigate risks.
  • To stay informed of the risks arising from changes to relevant regulations and to recommend changes to policies and procedures in consultation with relevant department heads and legal advisors.
  • Monitor the landscape, identify associated risks and provide recommendations 
  • Actively assist management in crisis management in the event of a business interruption.

Partnership Management

  • Conduct an initial and detailed selection of potential partners in accordance with World Vision International's policies and procedures
  • Coordinate independent evaluations and financial and programmatic due diligence of partners.
  • Monitor the implementation of recommendations and relevant follow-up measures based on partner assessments.
  • Continuous assessment of the risks of contractual partners, maintenance of an up-to-date risk register and recommendations on ways to mitigate these risks.
  • In consultation with the SLT, assist partners in implementing effective and robust internal controls and financial management systems.
  • Ensuring that sub-beneficiaries are well managed and governed, these responsibilities include maintaining good collaboration between stakeholders and respecting the objectives set by the organization.

Compliance Management

  • Conducts special reviews and investigations as directed by the Chief of Party and ensures that internal controls are developed and implemented by various departments and partners.
  • Stay regularly informed of the risks arising from changes to relevant regulations and recommend changes to policies and procedures in consultation with relevant department heads and legal advisors.
  • Conduct spot checks on compliance with finance and program implementation.
  • Conduct policy and compliance audits by liaising with the internal and external auditor

Integrated Incident Management System (IIM & Ethic Point)

  • Evaluate and analyze new whistleblower reports when received in accordance with WVI's recommended criteria;
  • Conduct investigations into whistleblowers and provide advice on appropriate action to take
  • Supporting case managers to ensure closure in the WVI system
  • Ensuring accountability for investigation findings

 

Knowledge and Experience

  • In-depth knowledge in the field of ethics and compliance.
  • Demonstrated ability in writing technical communications and management reports.
  • Proven experience and success in working with and mobilizing leadership.
  • In-depth knowledge of risk management practices and principles.
  • Extensive experience in risk-focused internal auditing with a strong knowledge and understanding of governance practices.
  • Have in-depth knowledge of security policies such as ISO standards, control and abuse policies, regulations, monitoring, evaluation, review and reporting associated with auditing.
  • Master's degree in Finance, Social Sciences, Business Management or equivalent
  • At least 5 years of experience in Risk Management within a complex environment
  • Excellent knowledge of MS Office, including Word, Excel, and PowerPoint
  • Preferred: An MBA or ACCA
  • Qualification in enterprise risk management. Strong writing and communication skills.
  • Strong analytical skills.
  • Proven ability to cultivate and maintain strong interpersonal and working relationships in a challenging environment.
  • A high degree of accountability and integrity.
  • Ability to demonstrate judgment and initiative
  • Possess a strong sense of auditing and investigation
  • Ability to identify at-risk areas and prescribe measures to minimize risks.
  • The position requires the ability and willingness to travel throughout Haiti and abroad up to 20%.
